A vacancy will occur for a Cadet Commandant with South West London Army Cadet Force based in Clapham, wef 1 Jan 13. SW London ACF comprises 25 detachments with some 700 adult staff and cadets on strength.

The post of Cadet Commandant is a voluntary appointment. However, the successful applicant will be granted the acting rank of Colonel, paid as a Lieutenant Colonel, up to a maximum of 28 days per annum under the Paid Training Days scheme. In addition, payment for residence to place of duty and motor mileage allowances may also be claimed when on official ACF duty.

Candidates will ideally have served as a Lieutenant Colonel in the Regular Army, TA or ACF.

It is a requirement under the Criminal Records Bureau Code of Practice that this position requires an "Enhanced Disclosure" prior to appointment.

ARMY CADET FORCE JOB DESCRIPTIONS N02

The Cadet Commandant (ACF)

GENERAL ,.

1.         The Commandant commands all Officers, Adult Instructors (Als) and Cadets within the County/Sector/Battalion, in accordance with the following guidelines:

·        Officers - Military Law/ACF Manual

·        Als - Crown Servant Employment Regulations/ACF Manual

·        Cadets - ACF Manual

·        All - The Cadet Training Safety Precautions Book and other current Military Pamphlets, Health and Safety Legislation HQ Land Command, Division, District, Brigade and RFCA Standing Orders & Instructions

 

2. The Commandant is under the direct command (OPCOM) of the Regional Brigade Commander

ROLE & RESPONSIBILITIES

3.         The role of the Commandant is to command, train and administer the County/Sector/Battalion effectively, efficiently, enthusiastically and safely, within budget, as directed by the Regional Brigade Commander

4.         Responsibilities include:

a. Recruiting and selection of Officers and Als to Establishment

b. Managing the training and development of all Officers and Als

c. Appointing suitably qualified Officers and Als to all senior appointments within the County/Sector/Battalion. Reviewing such qualifications to ensure they are current and valid

d. Planning and maintaining a key personnel succession plan

e. Ensuring that safe training for cadets is conducted as prescribed in the Army Proficiency Certificate (ACF) syllabus, training manuals and Cadet Training Safety Precautions booklet

f. Ensuring that an appropriate balance is maintained between military, adventurous and citizenship training.

g. Ensuring that Health and Safety and Child Protection have the highest priority with all Officers and Als

h. The welfare of all Officers, Als and Cadets in the County/Sector/BattaIion

i. Promoting the ACF within the County/Sector/Battalion, enhancing the awareness of the Army and keeping the County/Sector/Battalion in the public eye by fostering effective Public Relations

j. Maintaining close links with the Army, (Regular and TA) locally, including the Cadet Training Team (CTT)

k. Overseeing the County/Sector/Battalion's involvement in the Outreach programme, where appropriate

I. Encouraging and' overseeing the 'cdunty/Sector/Battalion's involvement in the Duke of Edinburgh's Award Scheme

m. Carrying out representational duties' within the County/Sector/Battalion

n. Liaising and fostering links with the local Civic Community, including Lord    Lieutenants, DLs and Mayors

o. Promoting physical recreation, sport and adventure training in addition to traditional military skills

p. Ensuring that security guidelines and policies are being implemented and adhered to

q. Producing an annual County/Sector/Battalion Forecast ,of Events calendar

r. Holding regular briefings and conferences with eniorCounty/Sector/Battalion Staff to ensure that effective communication is maintained throughout the County/Sector/Battalion

s. Attending County/Sector/Battalion & Company/Group/Area Training and County/Sector/Battalion & Regional Sports events

t. Attending Annual Camp

u. Establishing new detachments in areas of need

v. Enhancing the retention of Senior Cadets in the County/Sector/Battalion

 5. The Commandant should liaise with the Reserve Forces and Cadets Association (RFCA) on all matters relating to:

 a. Performance and tasking of the County/Sector/Battalion Permanent staff

b. Administration of the County/Sector/Battalion

c. Accommodation

d. County/Sector/Battalion Transport

e. Recruiting

f. Honours and Awards

6. The Commandant should liaise with the Army Cadet Force Association (ACFA) on matters relating to:

 a. Duke of Edinburgh's Award Scheme

b. Sport

c. Citizenship Training

d. First Aid

e. Outreach programme

f. ACFA Collective Insurance Scheme

7. The Commandant should liaise with Cadet Training Centre, Frimley

Park on all matters relating to:

a. Officer/AI training courses

b. Cadet Vocational Qualifications

 

8. The Commandant should liaise with the following to keep abreast of correct policy and to keep them informed of Sector issues:

 

·        Affiliated Formation Commander (currently Oep Comd Londist)

·        Colonel Cadets HQ Londist

·        Honorary Colonel

·        Deputy Chief Executive GL RFCA
